Accountability to Affected Populations (AAP) offers a people-centered and rights-based framework that is concerned with respecting the rights, dignity and safety of people affected by disasters. AAP, referred here as Janakiya Pankalithavum Punarnirmanavum (JPP) is an effort of Kerala State to build the state back better with the participation and feedback from people affected by Kerala floods 2018. It builds on the model of People’s Plans (Janakeeya Aasoothranam) and democratic decentralization and elicits feedback from households, marginalized groups and elected representatives from affected districts and informs the on-going disaster recovery and development planning process about the emerging needs of the affected populations and creates a feedback loop where communities are also informed of the actions undertaken by the government. This initiative will create a system to collect information on the post-disaster needs and feedback of the affected communities with a comprehensive set of common tools and protocols that provides information support to Government of Kerala on various sectors such as housing, livelihoods, social protection and disaster preparedness. The geographic coverage of the programme is 7 most affected districts. The feedback of affected populations are collected in phases and the evidence (feedback gathered) will be made accessible to policy makers in Government to be used to shape decisions for recovery, risk informed planning and resilience building.

Janakiya Pankalithavum Punarnirmanavum is institutionalized within Kudumbashree, Local Self Government Department and is supported by Kerala Institute of Local Administration (KILA).
